    The competency development of the human resources in order to win the telecommunication business competition in global era is a must. One of the mechanisms to leverage the employee competency is by knowledge development through learning processes and knowledge transfer via web-based corporate portal. To share general knowledge, a corporate knowledge management portal will be sufficient. In other hand, a more specialized knowledge can be delivered through TELKOM Training Center e-Learning Portal. Specialized course materials that need participant activities tracking record, assessment, test and certification are delivered through planned training program by TELKOM Training Center.

    Some inefficiencies and ineffectiveness may arise when courses delivered in a conventional way such as the heavy cost of participant daily allowance and the wasted travel time. Sometimes, the employee absence for attending the classical classroom training can cause disturbances on daily routine operation due to the unavailability of employee specific skills or knowledge. To overcome those problems, TELKOM Training Center developed a web-based e-Learning System, especially to cater many operational course materials that have a relatively low level of face-to-face interactions and instructor supervision.

    TELKOM e-Learning development is started by implementing the TELKOM Distance Learning in the year of 2000 which was delivered through its web site www.elc21.com. This early version was sufficient enough to cater the minimum requirements of basic e-Learning functions such as online classroom, communication channels facility (messenger, e-mail, chatting), online test, discussion forum, and reference links. In order to improve TELKOM e-Learning capability, a research has been done in 2006. That research concluded that there were shortcomings on the existing system such as insufficient numbers of course materials, inflexible system (proprietary) and the bureaucratic participant registration process. To overcome those problems, a revitalization program of

    TELKOM e-learning has been done by using a freeware application called MOODLE. This freeware is being chosen after a thorough observation on how to overcome the core problem. The actual problem is not in the Learning Management System (LMS) itself but rather on the material availability sufficiency and the robustness of scoring system.

    TELKOM e-Learning (e-learning.telkom.co.id) is embedded as an integral part of the whole TELKOM Training System. The system consist of different levels of courses proficiency i.e. level 2 and 3 course proficiency, pre-requisite for classical courses, company procedure and policy awareness introduction, online test, online voting, online survey, etc. As of today, the implementation of TELKOM e-Learning has been satisfying by considering the growth of available materials, the 3 times growth of the number of participants and 40% growth of the participant who pass the final test. (by comparing to 2005).
